The classification groups reaches of rivers and streams using environmental characteristics of upstream catchments and valleys, including climate, topography, geology and land cover. Geographic datasets and modelling provided the information needed to classify river reaches consistently across catchments.

REC became a spatial framework for freshwater studies and environmental planning. Its history links the work of NIWA and the Ministry for the Environment to land-cover, geological, topographic and hydrological information held by other agencies.
