Andrew Marr co-authored Local government GIS in New Zealand with George Benwell, published as a University of Otago working paper in 1995. The paper provides a contemporary research record of GIS use in local government during the expansion of desktop mapping and council spatial-information systems.
Andrew Marr and George Benwell examined a 1995 study of local-government GIS since 1989. Marr's 1996 MSc thesis, Geographic Information Systems Maturity in New Zealand Local Government, provided a 126-page research treatment of the subject.
