Michael Cooper, a LUCAS GIS analyst at the Ministry for the Environment, responded to the September 2012 LINZ Data Service change-set announcement by asking about equivalent handling for changed topographic raster tiles. His question records an operational need to keep working datasets current as the data service introduced incremental vector updates.
