Peter F. Eastwood, a civil engineer at Central Hawke’s Bay District Council, took part in the September 2008 debate about the Esri user conference. He argued that a broader event would be easier for council staff to justify attending and that New Zealand’s market was too small for each supplier to sustain a separate conference.
